FROM CHAOTIC GROWTH TO PLANNED HOUSING FOR THE URBAN POOR:
Until the beginning of the second half of this century housing in all regions of the Kingdom had common local features. Houses were generally simple and built of available construction materials, such as stone, mud and wood of palm and tamarisk trees. Gypsum was also used. In the coastal areas, stones derived from waterbeds were used. Land was available free to all, except those privately owned or agricultural. The citizen could a fallow land for building his house without having a license or having a deed. There had been a chaotic growth of housing before the municipalities were established throughout the Kingdom.
With the establishment of municipalities in the Kingdom, the housing situation took a completely different turn. The poor housing conditions in Makkah, Madinah, Jeddah, Riyadh and other cities began to improve considerably. No one could build on any land plot without obtaining a license from the municipality after submitting standard drawings. From shacks and shanties, houses have reached their present stage of progress through a number of development and housing projects.
It is worth noting that three parties have participated in the housing process. They are the public (government) sector, the private sector, and the citizens themselves. The objective has been to provide decent homes with amenities to all people of different financial resources.
